Under the general direction of the Staff Services Manager III, Resource Manager, the Staff Services Manager II (Supervisory) serves as the District Budget Manager. Responsible for development, allocation and monitoring of the District's Personal Services budget and the District's Support Operating Expenditures budgets. Responsible for management and supervision of District Resource Management staff. Acts as an integral part of the District Management in managing the resources allocated to the District.

Working Conditions

Position located at 1750 E. 4th Street, Santa Ana, Orange County - District 12/Division of Administration.

While at their base of operation, employee will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Working hours will be set sometime between 7:00 a.m. - 5:00 p.m. Vacations may be restricted, during peak times and fiscal year-end closing. Employee may be required to travel in state, but the travel is not very frequent.

The position is located physically in the District Office. The position is eligible for a hybrid work schedule that includes working from the office and working remotely. Telework is determined in accordance with the Department's Telework Policy.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process.

A Statement of Qualifications (SOQ) is required for this position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. The SOQ is a discussion of how an applicant's education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for the position. The SOQ describes your experience as it relates to this position/duty statement. Resumes and cover letters will not take the place of the SOQ. Failure to include and complete the SOQ may result in disqualification for interview.

Provide an SOQ detailing your experience in the Typical Duties as listed per the Duty Statement. The SOQ should be single spaced, size 12 Arial font, maximum two pages in length. The SOQ should have a title of “Statement of Qualifications”, must include responses to the following questions, and restate each question preceding each response in the order they are listed. Applicants who do not exactly follow these requirements will not be reviewed/considered and will be disqualified.

  1. Describe your management experience in leading staff in a State budgetary and financial leadership capacity and in-depth knowledge of the state discipline process.
  2. Demonstrate your experience and knowledge of the state Fiscal and Budgetary Process for Support and Capital Outlay Projects especially in reporting, data analysis and forecasting.
  3. Demonstrate your ability to develop strategic plans, implement and manage change, make organizational improvements and promote innovations at workplace.
  4. Proven expertise in successful recruitment, staff development and succession planning within the workplace.
