Under general supervision of an Information Technology Supervisor II, the Information Technology Associate will support the Production Operations (PO) unit and other customers within the State Controller’s Office (SCO). The incumbent gives expert level of technical support to PO customers, analyzing, developing and implementing changes utilizing advanced technologies. They will act as a mentor to technicians and help give cross-training to all application domains within Production Operations.

- Provide guidance and support in the development of functional and technical requirements related to the replacement of IDMS functionality.
- Review and provide feedback on the functional requirements and technical specifications defining the implementation of the recommended solution.
- Provide expert level technical support as well as high-level analytical skills to resolve complex California Department of Technology (CDT) mainframe issues, SCO’s IT system interfaces, online Customer Interface Control System (CICS) regions, critical Virtual Systems Access Method (VSAM) files, Integrated Data Management Systems (IDMS) applications, and Focus databases.
- Make recommendations on processes that negatively impact the production environments, notifying supervisors and team members of production issues.
- Coordinate and manage production releases and act as Subject Matter Expert (SME) to programming staff and customers about PO operations, standards, and workflows.
- Participate in SCO’s biannual disaster recovery exercises and technical recovery exercises.
- Develop and implement new production processing which will replace the existing IDMS functionality.
- Analyze new program documentation, Job Control Language (JCL), Interactive System Productivity Facility (ISPF) dialogs released by programmers for compatibility with the existing environment.
- Schedule and monitor batch processing for PO customer’s applications.
- Report on progress, resolve issues, and make recommendations to management regarding processing schedules.
- Collaborate with CDT and/or the ISD Enterprise Systems Support (ESS) to ensure that new hardware and software installations will not negatively affect PO production processing.
- Work with CDT to ensure the latest encryption software for data security is being used by PO.
- Analyze current data file transfer methods by working with the CDT and the customer to see if the connectivity lends itself to a secure transport of confidential data.
- Test installations, copy data, maintain conversion lists, notify customers, and update production JCL with new encryption program for future tape builds.
- Analyze and identify system configuration and performance measures with CDT, the ISD, ESS staff and make recommendations on changes that will benefit the SCO.
- Support all SCO Mainframe Production Operations activities required throughout the development and implementation of the IDMS replacement functionality, including the development of new and modification of existing JCL, CLISTS, and ISPF Panels.
- Assess and modify processing methods to ensure security, functionality, and efficiencies.
- Develop, install, and support the IT Global Calendar (IGC) which is utilized during execution of production batch processes via the Electronic Scheduler Process (ESP).
- Obtain the workload calendars from SCO divisions and transfer the workload process to the IGC as needed. Coordinate the application of IGC updates to accommodate the customer’s workload and processing priorities.
- Research and resolve complex mainframe production issues and operational recovery needs.
- Develop, research, schedule, and troubleshoot space management reports, data file reports and the status of current projects.
- Advise, and participate, in establishing production schedules, control procedures, and system testing methods.
- Provide documentation on basic procedures and guidelines for execution of all batch processing.
- Provide technical training to PO staff on the fundamental changes to JCL, IBM utilities, ISPF, and various environments.
- Review production time frames, optimize JCL, monitor disk groups, and modify schedules to improve system performance.
Working Conditions
The incumbent must be able to work off-shift schedules (evenings and nights), weekends, and be on call in an Operational Business Recovery event.
This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.
