TD Securities is part way through a transformation journey to build out the next generation of technology and data platforms to support the ambitious growth plans of the dealer. We are also changing the way we are organized as we pivot our technology applications into a Platform view so that we have a clearer view on where and how we invest and how we are organized internally for delivery. Data Services is a key pillar of this transformation journey and we are investing in a Data Services capability using data mesh technology to make data more connected, accessible and valuable.

We are looking for a global Head of RegTech for Wholesale Banking who is passionate about technology, who thinks strategically and builds with the future in mind. RegTech is often seen as being at the "bottom of the pipe" but it is a key business enabler both in terms of protecting the Bank's license to operate but also enabling new business / product / revenue growth. RegTech is a key part of the transformation as we are partnering to be one of the first consumers of the new Data Services to ensure we have "real world" use cases for delivery. This is an exciting and challenging time as we are changing how we used to do things and building and investing for the future. We are refactoring the RegTech platform to make it simpler and more focused on trade reporting and that also creates opportunities for us to consider vendor or other solutions for trade reporting.

RegTech in TD context refers to both:

Trade reporting for all of TD Securities trading business globally reporting to regulators across all jurisdictions, and Financial regulatory reporting.

The Global Head of RegTech will report into the CIO for Europe & AsiaPac as the Platform owner for this function and will work very closely in particular with stakeholders in Regulatory Reporting Operations, Compliance and the Chief Data Office (CDO) as well as technology peers across the various connected Platforms.

Accountabilities:

  • Responsible for defining and communicating Global RegTech Strategy including strategic and tactical solution management and design
  • Responsible for understanding the RegTech marketplace and for driving adoption of best-in-class solutions and the right blend of vendor product and in-house build
  • Work with Data, Delivery & Innovation (DDI) team to help plan, design and deliver solutions according to strategic design principles to meet regulatory deadlines for various global regulations
  • Collaborate with and build close working relationships across DDI, Regulatory Reporting Operations, Compliance and various technology peers and stakeholders
  • Resource management and hiring
    • Retain and hire diverse talent to support the technology strategy.
    • Leverage best available combinations of vendors, locations and skills to support the current book of work and beyond.
    • Coach the team to be self-reliant and assist in their journey towards professional growth within TD.
    • Inspire the team. Be passionate about people leadership and supporting career development and growth.
  • Drive innovation culture
    • Build and maintain a culture of promoting new ideas to experiment and innovate with intention to improve the current state.
    • Promote participation in internal and external forums to share and learn from other RegTech and technology practitioners.
    • Adopt new technology like Cloud, Machine Learning, AI-based tools to continually enhance the capabilities offered by the RegTech team.
  • Accountable for building close partnerships with other technology teams to deliver high quality solutions to production. For example, working with Engineering & Operations Support to ensure that all products are fully tested and meet production engineering standards in terms of monitoring, observability, resilience etc.
  • Adherence to all Bank standards for software development, installation, maintenance and support
  • Liaison with regulators as and when required, e.g., regulatory inspections.

Requirements:

  • 15+ years combined experience in delivering scalable technology solutions in a financial markets environment
  • Experience leading global delivery teams
  • Experience in data architecture and solutions
  • Understanding of Financial Markets processes, systems and industry trends to drive innovative technology solutions
  • Proven track record of successfully launching and managing complex technology delivery across multiple asset classes
  • Proven experience in agile development methodologies and leading engineering teams to deliver high-quality technology solutions
  • Experience of working closely with production team to ensure that product shipped meets quality engineering standards
  • Strong leadership and mentorship skills, with the ability to manage and motivate teams and internal partners to deliver high-quality products on time, within budget, and meet KPIs.
  • Excellent time management, organizational and communication skills.
  • Ability to make sound judgement calls relating to strategic decisions under time pressure and manage well in ambiguous situations.
  • Strong strategic, analytical, and problem-solving leadership skills to plan and execute transformational technology change, leveraging past industry experience, research and client feedback.
  • Excellent communication and collaboration skills, with the ability drive strategy implementation by effectively working with cross-functional teams and communicating complex technical concepts to non-technical stakeholders.
  • Bachelor's or Master's degree in Business, Computer Science, or a related field.
