TEMPORARY HUMAN RESOURCES SPECIALIST

 

Reports To:                Human Resources Manager

FLSA Status:              Non-Exempt

Starting Salary:          $25 an hour

 

SUMMARY

Under general supervision of the HR Manager, and as a member of the administration team, this position processes employee engagements, recruitment, and various HR functions.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by an individual assigned to this job. Other duties may be assigned.

·      Acts as a liaison with a variety of departments and outside agencies on human resources related matters.

  • Provides advice, direction, and information on a variety of human resources related matters.
  • Participates in recruitment and selection programs. Performs a variety of recruitment efforts such as creating job postings and evaluation mechanisms, reviewing applications, processing, and reviewing employment lists, and advising on the selection and placement of employees.
  • Enters and processes human resources related transactions and information into applicant and employee tracking systems.
  • Assists with a variety of insurance and benefits plans for the Public Authority employees and their dependents.
  • Monitors and reconciles employee personnel documents.
  • Assists in auditing benefits invoices.
  • Performs quality control and maintenance duties of human resources system.
  • Prepares and presents on human resources related training topics.
  • May update policies and procedures, desk, and training manuals.
  • Composes and types of letters and memos on human resources matters.
  • Assists and answers human resources related questions from Public Authority employees, departments, and the public.
  • Serve as subject escalation liaison to the HR manager on HR questions and issues.
  • Maintain and organize all Hardcopy files and employee records with attention to detail on record retention compliance.
  • Maintain electronic personnel files, records and documentation ensuring data integrity according to agency polices.
  • Track, monitor and update all employee performance evaluations and trainings.
  • Assist with the continuous improvement of efficiencies of HR related processes and policies.

·      Serves as a Mandated reporter, and when necessary, reports abuse to Adult Protective Services and monitors status.

 

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.

 

INTERACTION

This position continually interacts with Admin Department staff, all Public Authority staff, vendors, training organizations, County of San Diego staff, and the public.

 

EDUCATION AND EXPERIENCE

A bachelor's degree and two (2) years of professional human resources experience, OR a combination of four (4) years of experience with the necessary background to perform the requirements of the position.

·      Enter and retrieve data from a computerized record keeping system.

·      Establish and maintain effective working relationships with all levels of staff and the public.

  • Communicate effectively with a variety of individuals representing diverse cultures and backgrounds and function calmly in challenging situations, which require a high degree of sensitivity, tact and diplomacy.
  • Treat Public Authority employees, representatives of outside agencies and members of the public with courtesy and respect.
  • Provide prompt, efficient and responsive service.
  • Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.
  • Proficient use of Windows operating systems and MS Office Suite programs including Outlook, Word, Excel, and PowerPoint. 
  • Attention to detail when updating and accurately maintaining records and documents, reviewing, and verifying information, and resolving errors and discrepancies discovered in the course of work.

 

OTHER REQUIREMENTS

Successful completion of Department of Justice criminal background check and a federal debarment and exclusion list review.

While performing the duties of this job, the employee is regularly required to sit, talk, hear, stand for extended periods of time, perform fine finger manipulation, reach with hands and arms, and stoop. Specific vision abilities include close vision and the ability to adjust focus and view information on a computer screen for long periods of time. Ability to lift and carry up to 25 pounds with or without assistance. Additional assistance and/or support must be obtained for lifting or carrying more than 25 pounds.
