Under the general direction of the Program and Project Supervisor, the incumbent will apply technical knowledge of telephony engineering to conduct on-site visits of California Advanced Services Fund (CASF) projects, determine compliance with standards and regulations, and recommend replacement, modification, or addition of utility facilities for adequacy of service in order to meet the goal of the CASF program. The incumbent will also conduct complex analyses to support recommendations regarding CASF program policies, guidelines, and operational changes as needed, and will be responsible for monitoring project status.
The candidate selected for the position should have demonstrated knowledge, skills, and abilities in the following areas:
- Knowledge of communications engineering and principles, practices, methods, terminology and trends in wireline, wireless, and/or Internet communications systems.
- Knowledge of telephone and communications network technology and design.
- Demonstrated ability to interact on a peer-to-peer engineering level with network engineers and consultants.
- Demonstrated ability to analyze technical data and large data sets.
- Demonstrated ability to explain in a clear and understandable manner, verbally and in writing, complex communications technology and network design and maintenance subjects to audiences that do not have technical or communications background.
In addition, the candidate must demonstrate the ability to manage and lead a project team. Under the general direction of the Program and Project Supervisor, the Senior Telecommunications Engineer serves as a technical resource for broadband Internet and communications networks in California. The following is a summary of work areas:
- Conducts on-site visits of telecommunications facilities for CASF projects to confirm proper design/installation and compliance with grant awards.
- Evaluates technology, engineering design, and feasibility of proposed broadband infrastructure build-outs and installations.
- Determines compliance with CPUC standards and regulations.
- Recommends replacement, modification, or addition of utility facilities for adequacy of service in order to meet the goals of the CASF Program.
- Reviews project completion reports and reconciles CASF program expenditures between Fiscal and staff records.
