Summary
Develops policy and directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services by performing the duties below working across four offices in Dallas, Austin, Houston, and Orange County. This position reports directly to the VP of Operations/Director of Operations and the COO and requires a dynamic individual with exceptional leadership, communication, and interpersonal skills.
Essential Duties and Responsibilities
- Analyzes wage and salary reports and data to determine competitive compensation plan.
- Advises Firm management and employees regarding equal employment opportunities, compensation, and employee benefits.
- Ensures that Firm policies comply with federal and state laws, such as Texas and California.
- Maintains a human resources system that meets top management information needs.
- Oversees the analysis, maintenance, and communication of records required by law or local governing bodies (for example, personnel files, I-9 documentation, and HIPAA and protected personal employee information).
- Oversees the administration of the Firm’s PayCom HR system.
- Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are complying. Ensure compliance with all relevant employment laws and regulations, including but not limited to EEOC, ADA, FMLA, and FLSA
- Manages payroll processes to ensure accurate and timely payment of wages, compliance with federal and state tax regulations, and proper recordkeeping of payroll data.
- Writes and delivers presentations to corporate officers or government officials regarding human resources policies and practices.
- Oversees recruitment, interviews, tests, Culture Index surveys and selection of employees to fill vacant positions—particularly support staff.
- Plans and conducts new employee onboarding to foster positive attitude toward company goals following the FBFK Way.
- Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics.
- Advises management in appropriate resolution of employee relations issues.
- Responds to inquiries regarding policies, procedures, and programs.
- Administers performance review program to ensure effectiveness, compliance, and equity within organization. Administers salary administration program to ensure compliance and equity within organization.
- Administers benefits programs such as life, health, and dental insurance, retirement plans, employee leave, paid time off, and employee assistance.
- Conducts wage surveys within labor market to determine competitive wage rate.
- Prepares employee separation notices and related documentation.
- Represents organization at personnel-related hearings and investigations.
- Contracts with outside suppliers to provide employee services, such as temporary employees, search firms, or relocation services.
- Plans and conducts new employee initiatives, such as non-profit engagements and company outing events.
Minimum Requirements
- A BA in Human Resources Management, Business Administration, Psychology, or a related field is required. A master’s degree or relevant certifications (e.g., SHRM-SCP, SPHR) are highly desirable.
- Minimum of 10 years of progressive experience in human resources management roles, with at least 5 years in a supervisory or managerial capacity.
- Demonstrated ability to lead and develop a high-performing HR team. Proven experience in strategic planning, organizational development, and change management initiatives.
- Strong understanding of employment law and regulations (Federal, California and Texas).
- Proven track record in managing employee relations issues, including investigations, disciplinary actions, and conflict resolution.
- Expertise in full-cycle recruitment processes, including sourcing, selection, and onboarding of top talent. Experience in developing talent pipelines, succession planning, and workforce planning strategies.
- Familiarity with PayCom HR system platforms and proficiency in utilizing HR analytics for data-driven decision-making.
- Ability to design and implement comprehensive training and development programs aligned with organizational goals.
- Excellent verbal and written communication skills. Ability to effectively communicate HR policies, procedures, and initiatives to diverse stakeholders. Strong interpersonal skills with the ability to build rapport and collaborate with employees at all levels of the organization.

Compensation
- Base salary range of $120,000 to $140,000 per year determined upon experience.
- Annual performance-based bonus opportunity tied to individual and company performance metrics range from 5% to 12% of the base salary, depending on achievement of predetermined goals and targets.
